Mileage Stop Filters Explained: What They Do, Their Legality and How to Detect Previous Use

Mileage is one of the first figures buyers look at when assessing a used car. It influences the vehicle’s price, servicing requirements, warranty conditions and the expected life of major components.
Unfortunately, the mileage displayed on the dashboard does not always tell the complete story.
Traditional mileage manipulation involved electronically altering the recorded figure after the mileage had already accumulated. A mileage stop filter, also known as a mileage blocker or odometer blocker, takes a different approach: it attempts to prevent the vehicle from recording mileage while it is being driven.
This is particularly relevant when buying modern premium and performance cars, where relatively small differences in recorded mileage can substantially affect market value.
What Is a Mileage Stop Filter?
A mileage stop filter is an electronic device designed to interfere with the signals used by the vehicle to calculate or record distance travelled.
Modern vehicles contain numerous electronic control units connected through internal communication networks such as CAN bus. Information relating to vehicle speed, wheel movement and travelled distance is shared between different modules.
A mileage blocker is normally inserted into part of this communication network.
Depending on the design of the device and the vehicle, it may:
Stop the dashboard mileage completely.
Record only a percentage of the actual distance.
Prevent selected control units from receiving distance information.
Freeze the displayed mileage while other operating data continues to accumulate.
Operate only when activated through a particular control sequence.
This is different from simply “clocking” a vehicle after use. Instead of reducing the displayed figure later, the mileage blocker attempts to prevent the additional kilometres from appearing in the first place.
Does a Mileage Blocker Stop Every Record in the Car?
Not necessarily.
The instrument cluster may display the official odometer figure, but modern vehicles can store related information in other electronic systems. The exact arrangement varies significantly between manufacturers, models and production years.
Mileage, operating time or mileage-related event data may potentially appear in systems such as:
The engine control unit.
Transmission control unit.
ABS or stability-control module.
Body control or central gateway.
Service and maintenance system.
Fault-code freeze-frame records.
Digital keys or access systems.
Manufacturer telematics platforms.
Dealership service records.
European Parliament research has recognised that mileage is often recorded in additional electronic components, rather than only in the dashboard display.
However, this does not mean that every module stores a separate, permanent and directly readable odometer value. Some modules store operating hours, service counters, event data or the mileage present when a fault was registered.
This is why a proper mileage investigation requires more than connecting a basic OBD scanner and looking for a single hidden figure.
Are Mileage Stop Filters Legal?
The legal position is often misrepresented by companies selling these devices.
A seller may describe a mileage blocker as being intended for testing, development, dyno use or private off-road use. That description does not make it legal to use the device to conceal the true distance travelled by a road vehicle.
EU Directive 2014/45/EU states that where an odometer has been manipulated with the aim of reducing or misrepresenting a vehicle’s distance record, that manipulation must be subject to effective, proportionate and dissuasive penalties. The same legislation requires previous roadworthiness-test mileage information to be available to inspectors where possible.
Spain incorporated the EU roadworthiness framework through Real Decreto 920/2017. Spanish ITV regulations allow the odometer to be inspected visually or through an electronic interface and specifically identify obvious manipulation intended to reduce or falsify the vehicle’s recorded distance.
The important distinction is the purpose and effect of the device.
Possessing a piece of electronic equipment marketed for testing is not automatically the same as committing fraud. However, using it on a road vehicle to suppress its real mileage, returning a leased vehicle with concealed use or selling the vehicle without disclosing the true distance can create serious legal consequences.
Under the current Spanish Criminal Code, fraud involves using sufficient deception for financial gain, causing another person to make a decision that results in financial loss. Deliberately presenting a vehicle as having covered fewer kilometres in order to obtain a higher price could potentially satisfy those elements. Article 248 provides a general penalty of six months to three years’ imprisonment, depending on the circumstances and seriousness of the fraud.
Why Mileage Manipulation Is More Than a Resale-Value Problem
False mileage affects more than the price of the car.
Maintenance schedules are frequently based on distance travelled. Incorrect mileage can result in delayed replacement or servicing of:
Engine oil and filters.
Transmission fluids.
Timing belts or timing-related components.
Spark plugs.
Fuel filters.
Brake components.
Suspension components.
Differential and transfer-case oils.
Hybrid-system inspections.
Manufacturer-specific preventative maintenance items.
On a high-performance vehicle or supercar, servicing decisions can also depend on operating conditions, track use, heat cycles and component wear. A low dashboard figure does not automatically mean that the vehicle has experienced light use.
A car showing 25,000 kilometres may have travelled considerably further, spent many hours idling, completed repeated short journeys or been heavily used on track. Mileage must therefore be assessed alongside operating data, maintenance records and the physical condition of the vehicle.
How Can You Detect Whether a Mileage Stop Filter Was Used?
There is no universal test that can prove previous mileage-blocker use on every vehicle.
A poorly installed device may leave obvious evidence. A correctly installed device that was later removed may be considerably harder to identify. In some cases, the evidence may strongly suggest manipulation without proving the exact method used.
The most reliable approach is to combine several checks.
1. Check the DGT and ITV Mileage History
For a vehicle registered in Spain, the DGT’s detailed vehicle report can include the ITV history and recorded mileage.
The readings should rise logically over time. Warning signs include:
Mileage remaining almost unchanged between inspections.
Very low annual mileage followed by a sudden increase.
Mileage decreasing between recorded dates.
Long periods with no supporting maintenance documentation.
A usage pattern that changes immediately before the vehicle is advertised for sale.
A mileage blocker may be used between ITV inspections and removed before the next test. Therefore, a continuously increasing ITV record does not completely rule out previous use. It only confirms the mileage shown on those specific inspection dates.
2. Compare the Dashboard With Other Control Units
A manufacturer-level or advanced diagnostic scan may reveal mileage-related information stored elsewhere in the vehicle.
The technician may compare the dashboard reading with:
Mileage captured when fault codes were created.
Service interval data.
Engine and ignition operating hours.
Transmission event records.
Brake or stability-system data.
Emissions-system counters.
Module programming and replacement history.
A fault recorded at 82,000 kilometres in a car currently displaying 61,000 kilometres would be a clear inconsistency unless there is a documented explanation involving control-unit or instrument-cluster replacement.
However, matching figures do not guarantee that a blocker was never used. More sophisticated devices may prevent several modules from updating, while some vehicles simply do not store enough independent information to establish the true distance.
3. Check Engine Hours Against Displayed Mileage
Operating hours can provide an additional plausibility check.
For example, a vehicle showing very low mileage but unusually high engine hours may have experienced extensive idling, slow urban use or unrecorded driving. Dividing the displayed mileage by the engine hours produces an approximate lifetime average speed.
An implausibly low or unusual result deserves further investigation, although it is not proof by itself. Specialist vehicles, city cars, security vehicles and cars frequently used in workshops can legitimately accumulate substantial operating hours without covering long distances.
The value must always be interpreted in context.
4. Inspect the Wiring and Vehicle Network
A physical inspection may reveal evidence that an aftermarket device was connected to the instrument cluster, gateway or vehicle communication network.
Possible warning signs include:
Non-original wiring.
Cut, repaired or extended CAN wires.
Aftermarket connectors.
Insulation tape inconsistent with the factory loom.
Unusual modules hidden behind dashboard trim.
Broken trim clips or recently disturbed panels.
Splice marks or soldered connections.
Wiring colours or terminals that do not match the manufacturer’s diagrams.
A removed blocker may leave installation traces, but a professional installation using matching connectors may leave little visible evidence.
Physical inspection should therefore support the diagnostic findings rather than replace them.
5. Verify the Complete Service History
Invoices are normally more useful than a stamped service book alone.
Check the dates and mileage recorded on:
Manufacturer workshop invoices.
Independent workshop invoices.
ITV documents.
Tyre invoices.
Brake replacement records.
Warranty claims.
Insurance inspections.
Roadside-assistance records.
Vehicle transport or storage documents.
Oil-change labels.
Previous sales advertisements.
The records should form a continuous and logical timeline. A car that supposedly travelled only 3,000 kilometres over several years but received multiple sets of tyres, repeated brake work or numerous scheduled services requires a convincing explanation.
For imported vehicles, obtain records from the original country wherever possible. Cross-border gaps can make mileage verification more difficult.
6. Inspect Wear Against the Claimed Mileage
Physical wear is not an exact measuring instrument, but it remains an important part of the assessment.
Inspect areas such as:
Steering-wheel finish.
Driver’s seat bolster.
Pedal rubbers.
Interior buttons.
Gear selector.
Door handles.
Seat belts.
Brake discs.
Suspension joints.
Windscreen condition.
Headlight surfaces.
Underbody and wheel-arch condition.
Be careful with conclusions. Steering wheels, seats and pedals can be replaced or refurbished. Conversely, poor-quality materials, aggressive cleaning chemicals and heavy city use can make a low-mileage car look older than it is.
Wear analysis is a clue, not standalone proof.
7. Check Whether Modules Have Been Replaced
Inspect the production dates, serial numbers, coding history and software information of the instrument cluster and relevant control units.
A cluster manufactured several years after the car may be a legitimate warranty replacement, but there should be documentation explaining why it was changed and how the correct mileage was handled.
Undocumented replacement of the instrument cluster, gateway or body-control unit should be treated cautiously, especially when combined with missing service history or inconsistent diagnostic data.
Can Previous Mileage-Blocker Use Always Be Detected?
Sadly, No.
Anyone claiming that mileage-blocker use can always be detected is oversimplifying the situation.
A basic blocker may create obvious inconsistencies between the dashboard and other control units. A sophisticated device may affect several data sources. If it was used only between official inspections, removed carefully and accompanied by manipulated or incomplete paperwork, establishing the exact missing distance may be impossible.
A professional inspection can usually place the vehicle into one of three categories:
No inconsistencies found: The available data appears logical, but this is not an absolute guarantee.
Suspicious: Several indicators do not agree, but there is insufficient evidence to calculate the true mileage.
Clear evidence of manipulation: Historical or electronic records show mileage greater than the current display, or physical evidence confirms tampering.
The objective is not always to recover an exact number. It is to determine whether the displayed mileage can reasonably be trusted.
What Should You Do Before Buying a High-Value Used Car?
Before purchasing a performance car, luxury vehicle or supercar, request:
A detailed DGT or equivalent national history report.
Complete service invoices.
Manufacturer digital service history.
A full diagnostic scan.
A physical inspection of the vehicle electronics.
Confirmation of instrument-cluster or control-unit replacement.
A written declaration of the vehicle’s actual mileage from the seller.
Do not rely solely on a clean dashboard, a stamped book or the phrase “mileage according to the odometer.”
For expensive vehicles, the cost of a proper pre-purchase inspection is insignificant compared with the financial loss created by hidden mileage, missed servicing or undisclosed electronic modifications.
